To promote the use of bioDiesel in Taiwan, the registration of bioDiesel as cleaning additive for fuel was completed on November 10th of 2001 according to the regulations issued by EPA of Executive Yuan. At the same time, there was test plans made for practical vehicles tests with the supports from departments in order to understand the improvement effects on waste emission when bioDiesel is in use on roads. The results are expected to be able to control the corresponding characteristics of bioDiesel as the reference basis for sales in the future.

BioDiesel is a fast and effective choice for air quality improvement; the test reports are shown as follows. Owing to the outstanding performance by using a few types of Gibson’s alkyl esterified bioDiesel for the dynamometer tests at the first stage, further study was made. In April of 2003, three types of Gibson’s alkyl esterified bioDiesel Zipson BD9505, BD8020, and BD5050 were sent out for academic evaluation by Kun Shan University through the arrangements by Kaohsiung EPA. They were also analyzed on the fuel and engine tests as the data at the second stage at Refining and Manufacturing Research Institute in ChiaYi of Chinese Petroleum Corporation (CPC). Due to the facility of the standard laboratory is national/international class, the results are obtained with reliability and technology basis. The tests of the third stage were followed after the results of the second stage proved to be good. Vehicles driving 5,000km was carried out. The test types are Zipson BD9505, BD8020, and DIESEL which use on Stage 3 vehicles, including regular cars and garbage trucks.

In 2004-2005, in order to obtain further and complete sets of data, fund was granted by EPA of Executive Yuan for supporting Kaohsiung EPA to subcontract Kun Shan University and Refining and Manufacturing Research Institute in ChiaYi of CPC for lab and vehicles tests in a larger scope. The bioDiesel types for lab tests are Zipson BD9505, BD8020, B20, B100, and DIESEL with each driving on roads for 300,000km. The bioDiesel types for vehicles are Zipson BD9505, B20, and DIESEL with each driving for 300,000km. The vehicles tested are Stage 1, Stage 2, and Stage 3(newest), including garbage trucks, buses, and long-distance trucks (Hsin-Chu Trans co.).

The test results showed that the effect on using the three types of bioDiesel is different, but they all have significant improvement to the environment. For the cost consideration, economic evaluation of contaminate reduction should be made before making the decision of using bioDiesel.
